A special reminder that before enacting the "Agricultural Net Zero Emission Target" or the recently discussed "Carbon Fee Collection" decree, it is necessary to carefully consider whether it will affect national food security, especially since my country's food self-sufficiency rate has not yet reached 40%. If a strict net zero emission target is rashly set, or a high carbon fee is imposed on agriculture and animal husbandry, it will seriously affect the development of the domestic agricultural industry, increase the production cost of agricultural products, reduce production volume, and affect the competitiveness of future exports. According to the 2021 statistics, the total greenhouse gas emissions from the agricultural sector only account for the national emissions. Therefore, we should follow the example of the Australian government in working towards the mid-range goal of "carbon neutrality" before 2030, when environmental conditions and technologies mature Then implement the net zero emission target.

The Council of Agriculture held the "Towards Agricultural Net Zero Emissions Strategy Conference" at the National Taiwan University Hospital International Conference Center on February 9 this year. Nearly 200 experts, scholars, groups and industry representatives in related fields were invited to attend the conference. After a whole day of discussion and consensus building, 4 main axes, 19 strategies, and 59 measures were drawn up as the specific framework for the agricultural sector to promote net zero emissions. Chen Jizhong, chairman of the Council of Agriculture and chairman of the conference, declared in his closing speech, The agricultural sector will reach net-zero emissions ahead of schedule by 2040. The 4 main axes include "decrease", "increase sinks", "circulation" and "green trend". Important strategic measures include comprehensively establishing carbon emission information of agricultural production, establishing a low-carbon agricultural, fishery and livestock production model, and effectively reducing greenhouse gas emissions ; Increase the area of ​​forest carbon sinks, strengthen forest management, improve the use of domestic materials, strengthen the management of marine and wetland carbon sinks, and strengthen the benefits of carbon sinks through the construction of negative carbon farming methods; Value reuse, and promote agricultural cross-domain recycling fields, strengthen agricultural recycling technology research and development, create agricultural value-added reuse; build energy-independent agricultural and fishing villages, promote effective carbon pricing and carbon rights trading systems in the agricultural sector, and agricultural green finance and green Consumption, to achieve independent power generation in rural areas, self-sufficiency in electricity consumption, etc. In the future, various strategic measures will be jointly implemented and promoted through the formation of action plans, etc. through cross-departmental and inter-country cooperation, and follow the model of the National Agricultural Conference to regularly review and file management with the industry, government and academia.
